2021 Legislative Update: Week 4
We have already made it halfway through the session, and I can't believe how fast it goes by. In the remaining weeks, we still have a lot of work to do and many bills to listen to and pass into law. In this update, you will find some noteworthy things that happened at the Capitol this past week.

Bill Updates
I wanted to update you on H.B. 217 Regulatory Sandbox Program Amendments. To remind you, this bill creates a regulatory sandbox that will allow small businesses and entrepreneurs flexibility, which allows laws or regulations to be waived for applicable participants.
This bill passed the Utah House last week unanimously and is now being voted upon in the Senate. It is on the Senate's third reading calendar. If it passes, it will then move onto the Governor to sign this bill into law. Now more than ever, we need bold legislation that will give our small businesses advantages.
On Friday, Governor Cox signed H.B. 60 Conceal Carry Firearms Amendments into law. This law provides that an individual who is 21 years old or older may lawfully possess a firearm, may carry a concealed firearm in a public area without a permit. I was one of the cosponsors of this bill, and I am proud to work on legislation that protects our second amendment rights.

Visitors To The Capitol
Executives from the new Noorda College of Osteopathic Medicine came for a visit at the Capitol. The school welcomes its inaugural class of 90 medical students this summer in Provo.

Vaccine Volunteers
Governor Cox and Lieutenant Governor Henderson announced their goal to have all adult Utahns receive the COVID-19 vaccine by the end of May. In tackling this goal, there is an enormous need for willing and able volunteers. Click here to see if you qualify and sign up to volunteer!

Tax Relief
Several bills are making their way through the legislative process that will provide tax relief to many Utahns. Last week, H.B. 86 Social Security Amendments passed the House unanimously and, if passed by the Senate, will benefit many living on a fixed income. Additionally, H.B. 161 Military Retirement Tax Amendments passed the House this week, which removes the tax on military retirement, benefiting those who have served our country. Finally, a bill is in the works to help restore the child dependent exemption.

Housing Affordability
HB 82 Single-Family Housing Amendments. This bill passed out of the House Business and Labor Committee this week. This bill, sponsored by Representative Ray Ward, helps increase housing availability and relieve pressure on prices by decreasing regulations in housing.

Sarah’s Bill
This week, we had the pleasure of welcoming Sarah Frei and her parents to the House Floor. Sarah was involved in a car accident over the summer, resulting in the loss of her legs. Sarah’s optimistic outlook is truly inspiring. HB 20 Driving Under the Influence Sentencing Amendments, nicknamed “Sarah’s Bill,” will create stricter bail terms for DUI offenses.
